Goblins are innately scared creatures. They can certainly be cruel, but mostly they are ruled by those with the most might.

As the DM, it is important to give creatures motivations other than just ‘ I want to kill you’. Perhaps they are guarding something. Maybe they are hiding from something. It could be they are hungry. Why is that creature in that spot? Consider that when building campaigns.
